Some photo nut is gonna downvote me and call me a moron or something, but they absolutely do decent quality scanning. Worlds better than the 'photo of a photo' method. OP said elsewhere on this thread that this was from a film (as in moving picture), which was transferred to VHS, then to digital (didn't give any details how though). It's like comparing phone call quality but one of them you recorded on an analog tape recorder from down the hall then recorded the recording with your smartphone's mic. It's not a comparison at all. It's clearly not modern, but the quality is good. It's probably a lens issue, or the picture of the statue is in the background of a shot of something  closer up.
