It's clearly not modern, but the quality is good. It's probably a lens issue, or the picture of the statue is in the background of a shot of something  closer up. So by the time of this photo it may have been a different shade of green but it would have still been similar to what we currently know it as. So in 1937 the statue was just about 51 years old which means it looked pretty much how it looks today. After about 20 - 30 years I believe it fully turned the color we see today. Most of the change happened within the first 8 or so years. Very rapid I wonder if people were amazed or heart broken watching it change so quickly. I don't know if you specifically mean the color of the Statue of Liberty or just in general.
