It's clearly not modern, but the quality is good. It's probably a lens issue, or the picture of the statue is in the background of a shot of something  closer up. After about 20 - 30 years I believe it fully turned the color we see today. Most of the change happened within the first 8 or so years. Very rapid I wonder if people were amazed or heart broken watching it change so quickly. I don't know if you specifically mean the color of the Statue of Liberty or just in general.
